The Football World Cup 2026 marked the most extensive deployment of referee body cameras in international football to date. In all 104 matches, referees wore such cameras that enabled both live broadcasting and recording of their point of view (POV). Prior to the tournament, several football federations and leagues had already experimented with the technology using different editorial approaches. In Germany and Italy, for example, POV footage was edited into highlight clips and shared on social media together with the referee’s microphone audio, allowing audiences to follow conversations on the pitch. Serie A also integrated the RefCam as an additional camera angle during live broadcasts rather than restricting it to replays.
Although referee body cameras are now primarily promoted as a way of giving fans “an instant, unique view of the beautiful game through the eyes of the referee”, it was originally invented by German referees Patrick Kessel and Nicolas Winter as a referee training tool. Only later did football organizations and broadcasters recognize its potential to create a more immersive viewing experience and increase audiences’ understanding of refereeing decisions. This article examines how FIFA translated this potential into its World Cup coverage.
To examine FIFA’s editorial use of the technology, we conducted a quantitative content analysis of the World Feed coverage of all 104 World Cup matches as broadcast by the German rights holders ARD/ZDF and MagentaTV. Since commercial breaks occasionally interrupted the World Feed (particularly before kick-off and during hydration breaks), a small number of Referee View sequences may not have been captured. Nevertheless, the dataset provides a valid representation of FIFA’s editorial use.
Overall, we identified 297 Referee View sequences, corresponding to an average of 2.9 per match. Notably, six matches contained no such footage at all, while the maximum number of sequences in a single match was seven. Interestingly, the use of referees’ POV did not correspond to the number of highlights in a match, nor did it change systematically over the course of the tournament.
Individual clips remained brief, averaging 6.6 seconds in length. When only replay sequences of match incidents are considered (n = 251), the average duration decreases further to 6.2 seconds. Referee View was used almost exclusively in replay sequences following important match events. Across the entire tournament, the director switched to the referees’ POV during live play only twice: once during a throw-in and once during the treatment of an injured player. The remaining live Referee View footage occurred exclusively before kick-off during the pre-match handshake between players and officials (n = 44).
The content analysis further reveals that the Referee View primarily served as an alternative perspective on major match moments rather than on refereeing decisions themselves. Surprisingly, potentially controversial incidents such as fouls or handball situations appeared only rarely. Fouls, for example, accounted for just 16.5% (n = 49) of all in-game Referee View sequences. Instead, the technology was predominantly used to replay goals (29.3%; n = 87) and goal-scoring opportunities (33.7%; n = 100).
Equally noteworthy is that FIFA chose not to include audio from the referees’ microphones. Instead, all clips retained only the stadium atmosphere, preventing viewers largely from overhearing communication between match officials and players. The same editorial restraint is evident on FIFA’s social media channels. Unlike the German Bundesliga and Italy’s Serie A, FIFA did not include the referee microphone audio in its YouTube videos. However, media organizations such as the BBC published additional content incorporating audio, which will surely have required FIFA’s approval. More broadly, FIFA itself made only limited use of social media to disseminate this immersive perspective during the tournament. At the time of writing, it had released only eleven YouTube videos featuring compilations of Referee View footage from individual matches.
Overall, our findings indicate that FIFA currently treats the Referee View less as a permanent broadcast perspective than as a carefully curated visual supplement designed to enhance selected moments. This cautious approach also reflects concerns expressed by referees themselves. In a German television interview, former Bundesliga referee Patrick Ittrich argued that officials still require spaces in which spontaneous communication on the pitch is not permanently exposed to public scrutiny. FIFA’s selective editorial use appears consistent with this position by balancing technological innovation with professional protection.
At the same time, public reactions illustrate another dimension of the technology. Alongside fascination with the unprecedented first-person perspective, social media users frequently created humorous memes portraying referees as action-camera operators or filmmakers rather than match officials. Ironically, these representations invert Ittrich’s assertion that referees are “athletes rather than cameramen”. The Referee View technology thus simultaneously functions as a tool for transparency, immersive storytelling, and online entertainment.
In conclusion, the 2026 Football World Cup demonstrates that referee body cameras have completed a remarkable trajectory from an internal training instrument to a globally visible broadcast technology. Yet FIFA’s editorial decisions also reveal that its implementation remains comparatively conservative. Rather than transforming football into a continuous first-person viewing experience, the Referee View currently serves as a selectively deployed narrative device that enriches key moments while preserving the conventions of football broadcasting.
